Methodology Note:

Apartment List is committed to making our rent estimates the best and most accurate available. To do this, we start with fully representative median rent statistics for recent movers taken from the Census Bureau American Community Survey. We then extrapolate this data forward to the current month using a growth rate calculated from our listing data. Growth rates are calculated using a same-unit analysis similar to Case-Shiller’s approach, comparing only units that are available across both time periods in order to provide an accurate picture of rent growth in cities across the country.

Our approach corrects for the sample bias inherent in private sources, producing results that are representative of the entire market. Our methodology also allows us to construct a picture of rent growth over an extended period of time, with estimates that are updated each month.

Welcome to the June 2020 National Apartment List Rent Report. Over the past month, shelter-in-place orders related to the COVID-19 pandemic have begun to loosen in many parts of the country, to varying degrees. However, the return to normalcy is set to play out gradually, and large segments of the economy still remain on pause.

The most salient immediate impacts on the rental market are coming from (1) social distancing guidelines that continue to restrict moving activity and (2) economic instability that has put millions of Americans out of work. These factors have created softness in the rental market which is being reflected in our rent estimates. National rent growth fell by 0.2 percent month-over-month during what is normally is a busy season for apartment hunting, and a number of major markets have seen prices dip for the second straight month. Year-over-year growth now stands at just 0.8 percent nationally.

Rents continue to soften amid COVID-19

Our national rent index fell by 0.2 percent from April to May, after flattening out last month. This dip is occurring at a time when rent growth is normally picking up steam due to seasonality in the market. From 2016 to 2019, month-over-month rent growth from April to May ranged from 0.4 percent to 0.5 percent. The fact that we’re seeing rents decrease at a time when growth normally speeds up is reflective of the continued uncertainty and economic fallout of the COVID-19 pandemic.

Our index’s year-over-year growth rate of 0.8 percent is now the lowest rate that we’ve observed in May over the past five years. Prior year-over-year growth rates in May ranged from 1.5 percent in 2019 to 2.9 percent in 2016. However, our rent index has not fallen as quickly as the broad consumer price index reported by the Bureau of Labor Statistics. As of the latest data release, the overall rate of inflation stands at just 0.3 percent year-over-year, meaning that the growth of our rent index is now exceeding that of the CPI for the first time in well over a year.

While our national index held flat last month, this month’s downward trend confirms that softness in the market has begun to impact rent prices. This softness can be broadly attributed to two major factors. First, the pandemic has caused a temporary freeze on moving activity due to a combination of shelter-in-place orders, eviction moratoriums, and general uncertainty. Despite the fact that some restrictions are beginning to loosen, moving apartments remains an even more difficult task than usual, and in many areas is still being actively advised against. The second factor, with more significant long-term implications, is the mounting economic fallout of the pandemic. Over the past nine weeks, more than 38 million Americans have filed for unemployment benefits, and many are struggling to make their monthly housing payments.

Property owners appear to be responding to this new reality by beginning to offer lower prices in order to fill vacancies. However, it’s important to bear in mind that the overall magnitude of these price reductions are still fairly modest. The 0.2 percent month-over-month decline in our national index translates to a discount of just two dollars on the median rent for a two-bedroom apartment. While some properties may be offering modest deals, it seems that on the whole, most landlords are holding out on significant pricing changes until things begin returning to normal. That said, some markets are seeing more significant impacts, as we discuss below.

As far as longer-term impacts, the pandemic’s effect on rent prices will depend heavily on how quickly the economy is able to recover. Even in the best-case scenario, it’s highly possible that we could see a protracted uptick in downgrade moves as many households facing financial hardship begin looking for more affordable housing. We may also see a significant slowdown in new household formation, as more Americans move in with family or friends to save on housing costs. These trends could lead to tighter competition for rental units at the middle and lower ends of the market, while luxury vacancies get harder to fill.

Tourism dependent cities exhibit the biggest month-over-month price dips 

The national slowdown in rent growth over the past month was mirrored in market-level data across the nation. Of the 100 largest cities for which we have data, just 29 saw rents increase over the past month; 53 cities saw prices decline month-over-month, while rents held flat in the remaining 18 cities.

In the immediate fallout of the quarantine economy, the tourism and service sectors are bearing the brunt of the impact, and regions that lean heavily on these industries — such as Las Vegas, Orlando, and Miami — are poised to be hit with the most severe labor market disruptions. Those employment effects are now starting to filter through to the rental market. Henderson, NV, which borders Las Vegas, saw rents decline by a full percentage point for the second straight month, the largest monthly decline among the 100 largest cities. Orlando saw rents fall by 0.8 percent over the past month, with a cumulative decline of 1.6 percent since March. In Miami, rents have fallen by 1.0 percent over the past two months. In New York City, which has become a global epicenter of the pandemic, May rents were down 0.6 percent compared to April. 

While these rent decreases are notable, it’s important to bear in mind that the scale of the price changes is still fairly modest, even in the most extreme cases. In Henderson, which saw the biggest decline, the rent decreases over the past two months translate to roughly a $27 discount on the median two-bedroom rent. That said, if decreases of this scale continue for a number of months, significant price reductions are certainly possible.

Phoenix area experiencing fastest growth over the past year

Looking beyond the most recent month of data, Mesa, AZ tops our list for the nation’s fastest rent growth over the past year. Rents in Mesa have grown by 3.4 percent over the last year, more than four times the national rate. Mesa is located just outside of Phoenix, which ranks third on the list at 2.3 percent. Mesa is followed in the rent growth rankings by Colorado Springs (2.5 percent), while El Paso, TX ranks fourth at 2.1 percent. 

Notably missing from this list are Las Vegas and neighboring Henderson, NV. The Las Vegas area has been experiencing some of the nation’s fastest rent growth prior to the pandemic, but both cities have fallen out of the top 10 after two straight months of falling rents. Year-over-year growth currently stands at just 1.3 percent in Las Vegas and 0.2 percent in Henderson.

The rapid job growth that the Las Vegas metro has experienced in recent years is quickly being wiped out by broad layoffs as travel and recreation come to a near halt. Due to its extreme dependence on the tourism and service sectors, the Las Vegas economy is highly cyclical, and the region will likely be dealing with the economic ramifications of COVID-19 for some time to come.

Outskirts of the Bay Area have seen the most rapid growth since 2015

For many of the cities mentioned above, rapid rent growth is not a new phenomenon. Five of the cities in the top 10 for fastest year-over-year growth — Mesa, AZ; Colorado Springs, CO; Phoenix, AZ; Sacramento, CA; and Arlington, TX — also make the list for fastest rent growth over the past five years.

Stockton, CA continues to top this list, with rent growth of 28.3 percent since May 2015. For comparison, our national rent index grew by just 9.6 percent over this period. Stockton sits on the outskirts of the San Francisco Bay area, and also ranked number one in our report on the metros with the highest shares of “super commuters” who travel more than 90 minutes each way to work. Sacramento also makes this top 10 list, as the Bay Area’s affordability crisis spreads to the farther reaches of the region.

Interestingly, San Francisco itself is absent from this list and the one above — it seems that while the metro’s core city is driving job growth in the region, the surrounding areas are seeing the biggest impacts to their rental markets. A similar trend can be seen in other booming metro areas represented in these lists, such as Denver, Dallas, and Los Angeles.

Methodology:

Apartment List Rent Report data is drawn monthly from the millions of listings on our site. 1-bedroom and 2-bedroom rents are calculated as the median for units available in the specified size and time period. Price changes are calculated using a “same unit” methodology similar to the Case-Shiller “repeat sales” home prices methodology, taking the average price change for units available across both time periods. For top city rankings, we calculated median 1-bedroom and 2-bedroom rents in 100 top cities and then ranked them by 2-bedroom rents.
